Depends what you mean by “just an alt spelling.” If you consider Juan and Jean as just alt spellings of John because they’re Spanish and French names, then yes. But otherwise no. The former is a Ukrainian name and the latter is Russian.

Volodymyr is a Ukrainian given name of Old East Slavic origin. The related Ancient Slavic, such as Czech, Russian, Serbian, Croatian, etc. form of the name, Volodiměr, which in other Slavic languages became Vladimir.
