With human languages, “what languages do you speak at what fluency” is a much narrower question. We make What programming languages do you know?” do the work that “where are you from/where did you grow up?” does with humans

also i'd say a lot of em are essentially redundant, like perl/python/ruby (and now js too) overlap so much the only reason to use any one of them over any other is to use some specific library or framework
