trash on railroad tracks is a very clear tell of certain things, even if they are not immediately apparently in such a panoramic shot... though you can sorta see one homeless tent on the right that hints at the hidden decay
Can material conditions for the majority in LA really be considered "third-world"? Seems to me that what you are pointing at here is purely aesthetic, it looks like the third world.
I guess there would be better examples to epitomise what you are pointing at. From the time I lived in the US, one of the impressions lingering in my mind is that it is a strange mix of a first & a third world country. Not so sure the «fourth world» concept makes much sense here.
