Uhh… Boyd was a Lt. Col teaching fighter tactics and rewriting the manual of it at Nellis AFB when he developed the theory, and he was coming off a post-Korean war engineering masters degree studying thermodynamics. In the next decade he applied it a variety of designs.

OODA came out of shortcomings in E-M that led to cockpit design for fast transients in the 70s. The grand strategy version of OODA was developed through 80s and first applied in the first gulf war. The whole thing only hit the business world and consulting in the 90s.
