Half-baked thought: somewhat counterintuitively, the details of institutional design matter most in places that are relatively stable and actors are likely to follow the rules. That's when the nuances that create bad, unintended outcomes are most likely to remain sticky

Whereas on the other end, in an unstable society that's had regular regime change (that is, the whole civilian government collapsing), you get to a point where almost *anything* remotely democratic that the existing powers will all buy into is worth it
