Who's going to pay for it? It's not cost free. You burn fuel on backhauls too, and pay for unloading. Originating shippers don't want to pay for round trips. The shipping companies don't want to either. Back before National Sword, we used to send recycling back in the empties...

What might help this is some sort of global roundtripping agreement where people pay for their own backhaul costs. Kinda like back in the day cabs would refuse to take you to remote destinations unless you paid for the roundtrip.

Yeah, I'm not entirely sure what's going on... I think it's the collapse of the recycling trade, plus weird distribution of containers through covid, plus incoming logjam. Need numbers to unpack. I think this is overdetermined. Like how has the pileup rate increased and when.
