can't it also be explicit? it's that we've alienated the term from its original meaning as "sensory experience." eg your prev thread on environmental aesthetics as giving a sensory ~impression of nature (eg wood in airplane cabins) and therefore a pretty explicit aesthetic-ethics

Yes, I feel like the only country that gets this is Japan. Although a lot of African countries get it at the level of clothing. The purpose of education is to increase our likelihood of coming into contact with beauty. Even average attention to aesthetics solves all problems.
