This is something of a cliché at this point but was way closer to the truth than the critics of the title of his 1992 book. The late 20th century had a bunch of structural features that constrained the social option set & liberal democracy is the best option.

Whether one wishes to call it a teleology or prefers to call it an equilibrium, there's a set of features that societies subject to these "socio-technical" (to use 's phrasing) factors tend to converge on.

It is worth noting that 's book came out in 1992, just one year after the first website went live. I do think it's impossible to know how overall conditions will change, and the extent to which institutions will be forced to change with them.

It could be that the modern state as we understand it will be replaced with something radically different. It could be that the basic characteristics that emerged in the 20th century will ultimately only need modest modification to remain stable in the face of mass Internet use.

For myself, I focus on trying to understand liberal democracy as it specifically emerged in the late 20th century operates & why; because that's hard enough, few enough do understand it, & not sure I can think meaningfully about new possibilities without understanding this first.
