I agree. Rather than proper training and skill development they are placing the burden on the public. The exact opposite of what you should expect in a democratic society where policing relies upon the consent of the populace ( as articulated in Peel’s principle of policing).

MN seems particularly egregious. Has the nationwide policing community done anything to call out and curb it? Seems like a large fraction of eroding trust in law enforcement is due to a small number of jurisdictions.

It is really complex. A few jurisdictions gain notice. The broader policing community is diverse but fragmented. Ironically Minneapolis was at the vanguard of reform when Tony Bouza was Chief in the 1980s.
