Bluster. I think there’s been genuine collapse of self-confidence in DC. Trump started down that path because he had a narrowly transactional view of foreign policy where he simply didn’t care to live up to America’s noblesse oblige posture. Biden’s just lost confidence in it.

Yes. It is classic realism of a power in relative decline. Which entails 1. Greater prioritisation , which means retrenchment and de prioritisation as well 2. More burden sharing with allies; but with those two steps 3. Greater ability to focus on the principal challenge - China
