Commie regimes often have literal-minded versions of this. Eg. Maoist China sending college grads to work in fields. In a way, the kneecapping of people like Jack Ma is about doing some brutal neo-Maoist elite culling at the top.

AdTech is probably the only honest mode of elite overproduction. It doesn’t pretend to be prosocial or altruistic. And it’s the most grounded in reality. Almost everything else is hypocrisy or self-indulgence to varying degrees.
