I suppose I should also clarify that I have a fairly expansive idea of human rights. This statement is sort of a tautology without scoping the rights.

For eg much as I dislike the blight and homelessness around me in LA, I am in favor of liberal tent laws and sidewalk psychosis over trusting the carceral state to be more humane to even the mentally ill homeless than they can be to themselves.

Are homeless camps mostly located close to panhandling opportunity? Could CA permit a permanent Burning Man or Freetown Christiania "out of sight", or would the location defeat the purpose

Not sure camping in the city is the solution though. Would prefer setting aside some public land for long term camping with fewer restrictions. People who can't function in society should have more options to opt out of it, but not the freedom to shit on the sidewalks we all use.
