Good rule. I think beyond a certain size, countries can’t really earn from each other at all. They become too unique.

Size is a relevant variable to how much can be borrowed, but there are good examples of this working. Not a cross-country comparison but ACA was based on a Massachusetts program from when Romney was governor. Things that work small scale at least hint at what works at large scale

There are many more things that can be learned than there are countries. Separately: there are many things that have nothing to do with "our unique culture" and could be learned just fine if people bothered to (e.g. Swiss/German/European railway operations).
