the "vertical" cluster sounds like "things that make you emotionally care/be motivated" and the "horizontal" cluster is harder for me to define, maybe "things that are useful for rational decisionmaking"

I don't get the connection to identity either. I can see the vertical cluster being "you identify as what you value, who your community is, what makes you happy, etc" but the horizontal cluster doesn't really work.

Horizontal cluster... think of it as being a good citizen under some notion of what that means, like the Hannah Arendt notion of being "free" as a condition of mutuality among other free people. Or "free market" as principles of non-violent reciprocal trade and tit-for-tat

"I am...a person who follows these mutually agreed upon principles"? I'm on board with "mutually agreed upon principles are good" but i'm confused as to how they can define you individually/personally or constitute an identity.

No that's not what Arendt was talking about. Rules and principles are for non-free people. She distinguished sovereignty from freedom. Sovereignty is something you can have by yourself. Freedom only in a group entanglement with other free people. It is not defined for solo.
