what do people use for free-form 3d printable sculpture type designs? not engineering CAD type... more like organic forms, busts, action figures etc...

More and more Fusion360’s Form tool is viable for organix hard surface modeling.
For polygon modeling: Check out NomadSculpt, Modo, Maya or Gravity Sketch for VR

Rhino is the most commonly used in architecture, especially for models intended to be laser cut or 3D printed. It exists somewhere between using CAD and using more free-form 3D programs like Maya.
