There was a graphic and/or thread on twitter years ago, showing why it makes more sense for revenue-maximizing landlords to let properties degrade into slums rather than spend $ maintaining/improving. Anyone remember? Something about tax advantage of depreciation or something.

iirc some factors:
- prop 13 tax base re-evaluation triggered by renovation (this may also affect deprecation?)
- if rent controlled, want high tenant turnover to raise rates, better to make it shitty-in-6-months
