Institutions will always change their own rules when sticking to them threatens their survival
Feels like there should already be a named folk law to this effect

rules do not actually physically bind powerful institutions, rules are just descriptions of things that they do most of the time

This isn’t quite it. I’m not saying they *can* change the rules, which is a given. I’m saying they *will* change the rules under existential threat.

Historically, institutions owned the media and channels of communication preventing backlash to this course of action. Not sure if this holds today.
