Cultural as in: broken public+private basic healthcare system, abandonment of the most vulnerable, and a third of the country joining a Trumpist death cult where patriotic courage is defined as giving others disease. Having the best univs and hospitals can’t fight that.

Not necessarily. All cities generally failing and a systemic retreat from urban culture is not impossible.

There’s a combination of good governance and actual will to be governed. I think the failure in LA was on will to be governed, where SF had both in place

This is correct. There is a character (values, attitudes and lifestyles) to cities. Although, I think NYC eventually changed late summer and that might be a permanent phenomena.
