Why do many raptors (most eagles, some owls) have what humans read as menacing expressions? Doesn’t seem adaptive since it’s not like they use expressive intimidation to hunt rodents or fish.

Predators have eyes that focus in the front to pay attention to their prey. Prey animals' eyes are adapted for field of view. Raptors share eye placement (in general) with wolves, tigers, and the like
But big cats and canids are not permanently scary looking. They have expressive range from cuddly kitten to snarly intimidation when hunting. There I think there’s actually a correlation between emotional state and affect.
