Why am I suddenly hearing so much about in-and-out burger and why are their long lines a thing?

They just opened their first restaurant in Colorado. People are flipping out and waiting in very long lines.

Cultural necessity.
High quality for fast food, and people tend to be split between In N Out (West Coast) and Shake Shack (East Coast)
Can be superlative in the right mood, ordering from the secret menu (which is basically “whatever you want” eg n patties+n slices of cheese)

I don't get it. It's the most overrated chain I've ever been to. The food was fine but nothing to write home about.

In my pre-vegetarian days I thought Five Guys was best in class. Even now, I will steal some bag fries from the missus.

Lines: due to Prop 13, vertical integration and private management that doesn’t believe in price increases, eating at In-n-Out is basically a way to financially time-travel on a per-meal basis. I can imagine why that might be sharply more popular in this zeitgeist.
