Increasingly convinced manifestos and codes of conduct are mostly for people who secretly want to avoid the grunt work of actually building organizations. They’re as bad as free-marketers. Thinking Values can do all the heavy lifting is the same as thinking Prices can do it all.

I don't know. Do you think company cultural assets like Mission / Vision / Values are in the manifesto camp? I can't imagine a good functional culture without them even if it they're just implicit.

When conflict happens, usually the hard part is enforcement, rather than agreeing on CoC. People will happily ignore CoCs if it means they can avoid conflict.

In practice communities tend to produce CoCs that are broken by many of their members all the time; they’re aspirational documents, describing how they wish their communities were.
