Law 2: Once captured they *will* do bad things, even if they only contain good people

I think keeping institutions small and localized helps to mitigate their consequences when they inevitably occur.

Institutions or organizations? The concepts work best when not used interchangeably. All institutions are organizations, and might stay the institutions even if reorganized. Organizations are not institutions, and most should not aspire to be.

People don’t make bad institutions. Institutions make people bad.
Gatekeepers that only let people in but not out (or vice versa) are Trojan horses.
Institutions are not designed for people. They are designed for other institutions.
