"Captured" here meaning they'll fall under the control of people who use them to pursue goals unrelated to their ostensible purposes (often the promotion of political ends).

I think keeping institutions small and localized helps to mitigate their consequences when they inevitably occur.

Any organisation that grows big enough at some point will switch its primary focus to its own preservation and growth, via the "we can't fulfill our remit if under challenge" reasoning. It happens to charities, to unions, to non profits, to movements and to for profit companies.

Institutions or organizations? The concepts work best when not used interchangeably. All institutions are organizations, and might stay the institutions even if reorganized. Organizations are not institutions, and most should not aspire to be.
