I didn’t use to believe this, but then I would see all these politicians and reverends, one after another, get busted for sex acts they were usually #1 at decrying, and then I started to think, you know, I’m rethinking that; I think it’s true, it happens.

Seems like a form of psychological projection - in this case of guilt. Justifying your actions and the subsequent projection by ‘if I don’t do it, somebody else will’ logic.

Increasing the number of judges definitely has the potential to unbalance the system in a very different way from refusing to confirm. They're just two different concepts. Both are constitutional, and both could be done for good or bad reasons. But only one is court-packing.
