It's almost exclusively discussed in relation to Roosevelt, probably because of the recency and extent of the plan. But it was done several times in the 19c, including by Lincoln. As with the filibuster, it only recently became obviously horrifying and partisan.

Historically, expansion was the main concern, because appointments weren't nearly so controversial until recently, when the court has become the focus of so much attention and politicization. The debate is pretty meaningless without addressing the underlying dysfunction.
