There were a lot of cultural aspects about masks that played to Asia’s typical behaviors. While the seasonal flu rates are higher in Asia than US (tricky measure) mask wearing is standard. The idea of “I wear this to protect you” is not as consistent with US norms.

I think the cultural differences are overstated, this is mostly a domestic politics artifact of the US
