blender is actually pretty great for 2d cutout-style animation even though it's "3d software", you can animate a bunch of 2d objects in front of the camera (or even combo w/ simple 3d BGs) "grease pencil" is the 2d tool in blender – bunch of demos on youtube

Blender has a really good Greasepencil option for 2d animation. Or you can use Krita. Both softwares are free and have loads of tutorials online.
