The employees themselves, but to the extent the work of those employees disproportionately benefit the "elites", they are not employed by the people.

You misunderstand the concept of elite overproduction. It simply means too many people with elite educations like law, journalism, literature etc.

Would this not be overproduction of degrees in political science, economics, or similar? You could include the various people in government adjacent positions that have to massage how funds are moved as the budget has grown over time.
