Where did this even start? I vaguely recall the first meta view of science I was introduced to being something like replicability.

Replicability (reproducibility) —You can see what you I saw by doing what I did — is a very weak claim. That’s why it’s so useful. Says nothing about the interpretation or theorizing or even quality of the setup. It’s just “I did this and saw this” as a starting point.

I suspect the door was accidentally opened by debates over things like creationism and global warming, which devolved into debates over what "Science says." Extreme postmodernist views didn't sound so weird after that. They only take off in an already warped discourse.

I'd actually say this is the most appropriate use of this kind of extreme postmodern discourse. "Science!" is a social construct, and its proponents defected from non-social reality. Of course, extreme postmodernists often take it too far, but they have room to roam here.
