I can kinda see the natural logic of how Roam does todos (put 'em in the right project/document context with a tag, and it shows up under a global [[TODO]] index too as a list of backlinks) but it's the one thing I'm still having friction/trouble wrapping my head around.

I think it is because I have a history of creating meta-pages that eventually get abandoned and then I restart in a new medium

Why not both? [[TODO]] is great for gestalt and for pulling the most pressing tasks into something more pragmatic like a [[Weekly Plan]].

I’ve found the [[TODO]] page less than useful, mostly because I can’t (haven’t figured out how to?) rearrange things by priority. At least for me, a central task list (+ daily lists in my Daily Notes) does work, but the trick to is to copy the todos as block references.

That preserves the original context, and means when I check them off in one place, they get checked off everywhere. The thing I’ve had to train myself to do is, after every meeting, immediately copying block refs of my todos into either my Daily Notes or task list.
