Depends what you mean by culture. Too often it means "values". As in, what the f do those things on that poster mean. But if it means "how to we work together to solve problems" thats different.

That’s the point. It can mean anything, and people use that ambiguity to hide their ignorance of the problem itself. If you need the word “culture” to talk about a problem, 99% of the time you don’t understand the problem and aren’t admitting it.

Mmm well often not being able to properly diagnose, admit and work through the actual problems is the "culture" issue in organisations. How people collectively deal with change and the tensions and opportunities it throws up is a big driver of success or not.
