“Culture change” = “let’s install a giant dome over the city and install huge HEPA filters throughout the city” without realizing there’s wildfires burning nearby.
Depends what you mean by culture. Too often it means "values". As in, what the f do those things on that poster mean.
But if it means "how to we work together to solve problems" thats different.
That’s the point. It can mean anything, and people use that ambiguity to hide their ignorance of the problem itself. If you need the word “culture” to talk about a problem, 99% of the time you don’t understand the problem and aren’t admitting it.
