I mean literally the luckiest, like people with winning streaks at gambling... not luck as a proxy for birth privilege or whatever. Many systems have a limited element of this but can’t think of any strong examples. More a sci-fi concept.

Interesting, there is a similar concept explored in the novel Ringworld. Literally, genetically selecting over generations for those who are more “lucky” than the others. No name given for it that I recall

Not exactly the same concept, but Asimov wrote a short story “Franchise” wherein the supercomputer Multivac chooses one citizen to decide the presidential election...
