No, they mean the build platform. It might be an old line of text. A lot of build platforms now are made out of better materials so you don't have to put sacrificial tape on it.
Either that black material is the build surface, or you need to put some tape on it. Hopefully it's the former. You can just try printing and see if the plastic adheres. It's not unusual to have to experiment to find the right combination of settings and materials to print well
