It’s not really an either/or choice when 3D printers are so much cheaper & can take up so much less space. There’s not really any downside to getting a cheap small printer to start with. There’s also less setup involved since with PLA you don’t have to worry about ventilation.

A Monoprice Select Mini, and an old MakerBot Replicator 2. I use the Monoprice most of the time even though it’s small & cheap because it has a heated build plate which prevents a lot of printing problems. Both of them print PLA. I wish I had the space for a laser cutter.

Polylactic acid. It’s the type of plastic filament used on most standard / consumer-level 3D printers, and it’s a bioplastic derived from sources like sugar cane or corn starch. I mentioned it since some discussions of different plastics came up in other replies.
