Systemically-speaking, K-12 system is run primarily to provide childcare that allows both parents to work for a wage. (Personally I don't think this counts as the public good.)

None of the above. I think they are designed to serve the perceived needs of 19th century factory owners for a workforce that will follow orders and can read and write well enough to follow a task list. Parents, teachers, "the public" don't have much say what goes on in a school.
