Systemically-speaking, K-12 system is run primarily to provide childcare that allows both parents to work for a wage. (Personally I don't think this counts as the public good.)

You missed “community”. What I mean by that is that board members and superintendents are trained to consider “stakeholder” input to a much greater degree than student welfare. Students are rarely asked what they think nor positively reinforced when they think for themselves.
