Extreme case is animals in inhumane factory farming conditions who can’t complain at all.

I think that trying to quantify and compare hurt is only useful as a way to understand and improve on actions. I’m much more in favor of asking how to hold all hurts and boundaries as important while working towards less hurt all around.

No, this is way too cynical. The vast majority of people have a strong dignity drive and don’t like to ask for help. Don’t let a few professional victim types drive your defaults here. They’re not as hard to filter out as people think. It’s mainly a conservative moral panic.

Give everyone an "I'm in pain" buzzer to press when they're in pain. It is tracked and makes a noise but otherwise does nothing. The ones getting by will ignore it. But some people who are suffering will have episodes where they press it constantly in frustration.
