Today's street resurfacing contracts are a disappointing allocation of taxpayer $$ We don't need to spend $100s of millions every year in redundant resurfacing/milling Savings could fund important mobility projects.

Repairing roads is more cost effective than reconstructing them. Reconstructing roads is many-times more expensive than Repair. Funding road reconstruction over repair means handing out fat contracts to "friends & family".
