For univs strongly dependent on foreign students, this is a perverse incentive to go back to physical classes early just to keep their foreign students, who would otherwise have an incentive to just quit after going home...

I would hope universities can get around this easily enough with some sort of "foreign student experiential program" wherein they go to one class and therefore "are there in person", but I don't know how stringent the visa system is

What minimum level of physical presence must the university require to work around this? Perhaps the unis can calculate a minimal-contact schedule that requires sufficient on-campus time for each at-risk student.
