Why Ventura in particular? What are you optimizing for? Lots of really beautiful small-town CA in NorCal with better weather, eg join in Mendocino.
also note that all the small towns you highlight are college towns. which would suggest something like eg Chico

Surprised Ithaca was cheapest, isn’t NY among the highest cost of living states in the country, as well as among the highest taxes? Even given the fact it’s a smaller city/town I would imagine it’s still quite expensive.

LA is really more the 18 M so cal megaregion with zillions of little small towns sprinkled
