Step 1 of good project management is to admit to yourself that unfortunately, despite your best efforts to avoid it, you’ve actually created a project.
Step 2 is deciding whether to kill it, now that you’re no longer in denial about its existence

A large-scale example is the US Covid response. About a third of the country is in each stage. Trumpies haven’t yet admitted there *is* a project. Corporate America has admitted it but has decided to quietly kill it without letting on. Blue cities have committed but are failing.
