well most tv is not science fiction... they deal in familiar stuff and afford to be more contentful... west wing is weird because it is science fiction about stuff where no SF is necessary because there's a real thing you could portray (which yes prime minister etc do better)

West Wing, Yes Minister and Borgen were all utopian sf. Good prevailing because of earnest people with a conscience and competence. TV roles the dice, hoping for a blockbuster, accepting losses. Democracy roled 44 times pretty well. Then we got dystopian sf on the 45th.

That’s a stretch... they usually framed Appleby wins as cynical bad outcomes and Hacker wins as craven stupidity. There was no definition of good. Only winning and losing.
