Next question I’m thinking about. Thought experiment— if the government gave up and said “do whatever, we give up, reopen at will...” What would people and businesses actually do? What is the natural reopening pattern absent rule of law?

Community was the answer to this test-and-trace problem in the West. But also, because of the social and economic direction of the West in the last 30 years, not politically desirable to implement, and no non-political community leaders left to create it.

Communities could have handled the quarantine, too. It needed (still does, there's still time) an approach of total fascism towards the virus, and maximum dignity towards the sick and at risk. But as you conclude, we'll arrive at all kinds of blurry political fudges instead.
