Overall, I find higher levels of government to have lower floors of competence and lower maximum levels of corruption. Local government can be completely captured by bad actors in a way higher level governments, like state and federal, can't.

Ugh, I meant that higher levels of government have higher minimum levels of competence. Some local agencies will be better than their federal counterparts, but the worst local agencies will be way worse then the worst federal ones.

FBI does crucial work on investigating and prosecuting public corruption that local cops are very poor at and cannot commit large resources to without political backlash. For many other issues, local enforcement many be better.
