Overall, I find higher levels of government to have lower floors of competence and lower maximum levels of corruption. Local government can be completely captured by bad actors in a way higher level governments, like state and federal, can't.

In the case of the FBI specifically, the fact that most people need to move to take the job, keep the job, or both, also helps. If you want to be a lazy corrupt cop it's easier to stay home and get a local job.

FBI does crucial work on investigating and prosecuting public corruption that local cops are very poor at and cannot commit large resources to without political backlash. For many other issues, local enforcement many be better.
