Pulse oximeters are very easy to build; you just need a photodiode, red LED, IR LED, and op-amp. Don’t expect supply chain problems personally but who knows

Here's an example: when Wuhan hospitals filled up, blood oxygen level was the primary tool for triage. Those meters are simple to use and cost $19 on Amazon. Why not keep one at home, so you could ask the cutoff and know whether to go wait in the ER line? Especially for age > 50.

I don't know why everyone is so down on phone apps for oximetry. Some aren't perfect, but they are accurate enough and you'll get general trends.
