Thought: they are perhaps not being irrationally optimistic when it comes to their specific share of the economic damage bill. Many powerful people are (correctly) optimistic that they’ll be able to stick less powerful people with almost the whole bill for this.

The CARES act name is already a dead giveaway of political intentions at work. It’s being framed as a “caring” act even acronym level. Good-hearted acts of generosity from good people towards suffering people. Framing it as “caring” points it away from dangerous expectations.

Get-out-of-jail-free card words: caring, generosity, heroism, relief, compassion, “we’re all in this together”... anything that conveys the impression that this is largely a prole-to-prole economic rescue act along the lines of a nationwide bake sale. An act of voluntary charity.

You will NOT see language suggesting responsibility, rights, accountability. Tax dollars are not your money you gave to the state precisely to fund cost of fulfilling responsibilities towards citizens. Whatever gave you that idea? Tax dollars are your tribute to the wealthy.
