I don't think these are the same types of people choosing between tactics. I think one group disappeared and a new one rose in response to changing circumstances (for example, modern leaders seem more interchangeable and less individually powerful).

I think it is because it hasn't entered the realm of possibility for this generation. Once we get one, I think you'll see a cascading effect.
