It's been short hand for " a simpering person (usually male)" for a long time in some parts of the English speaking world. I'm not sure which side of my family I got it from, or if it was where I grew up, but it definitely isn't a term I learned from the internet

I still am not entirely sure when this “simp” concept is supposed to have surfaced—I’ve only ever heard the word in the context of people complaining about it, and I think the very first time was like four or five months ago.
