I need advice for respectfully asking *why* someone made the decision they did. (In a situation where someone presumably had a *good* reason, but my next action depends on my knowing *which reason it was*.) Directly asking "why" always feels like rudely second-guessing them.

Clarify why you have a stake and deserve the extra elaboration. I almost never explain myself and am often in the counterparty position to the one you describe. I usually ignore or make a joke like “takes for free, explanations for $” unless they explain why they need to know
