Interesting that you take the time approach. I actually believe it's more about raw information compression than time compression. Large organizations with centralized leadership only measure health in terms of Q reports. Lack language to scope anything that can't be translated.

Example : The USGOVs only response to pandemic risk is to make stock prices go back up. There's no metric on health outcomes 6-12-18-24 months from now. No way to directly measure effects. It's the only thing they can do because it's the only language they have.
