This won’t happen / I was part of the team that built out the WTC Family Assistance Center in under 48 hours post 9/11 - they will use the the West Side piers as mass quarantine facilities if needed with active national guard patrol

If we wait for resistance to the idea to break down, it will be too late. That's been the problem at every stage - reaction based on when the public is scared enough, never being willing to get ahead of this thing. Wuhan did this at ~10K cases. NYC will be there in 3..5 days.
